MOE has told families that most primary schools will take fewer children into Primary 1 in the coming years. This post sets out what MOE said and why it matters for an international family.
What MOE announced
MOE's press release of 29 April 2026 says that, in view of the significant falling student cohort sizes in 2027 and the coming years, MOE will gradually reduce the Primary 1 intake for the majority of primary schools, starting from the 2026 P1 Registration Exercise. MOE gives two aims. One is to minimise the need for school mergers or relocations. The other is to maintain a good geographical spread of primary schools across Singapore.
In a parliamentary reply on 7 July 2026, MOE said it regularly reviews Primary 1 places, taking into account demographic trends and upcoming housing developments, and that it ensures there are sufficient Primary 1 places for children at both the national and regional levels. It described the adjustment as reflecting the smaller cohort entering Primary 1 in 2027 and in the years ahead.
An example MOE gave
MOE used Sengkang as its example. Four of the twelve schools in Sengkang saw balloting at Phase 2C in the previous year's exercise. The other eight schools had more than 650 places available during Phase 2C (Supplementary), which MOE said was more than double the number of applicants who did not get a place in the four schools that balloted. MOE expected more than sufficient Primary 1 places in Sengkang, even though some schools would continue to see balloting at Phase 2C.
Why this matters for international students
International students register in Phase 3, after places have been allocated to all Singapore Citizen and Permanent Resident children in the earlier phases. MOE says admission at Phase 3 is not guaranteed, because there may be limited vacancies after places go to citizens and permanent residents. MOE publishes vacancy information for the exercise on its website.
What we could not confirm
- How the reduced intake changes the number of vacancies that reach Phase 3. Neither MOE document addresses that.
- The reduction at any particular school. MOE's 7 July reply discusses Sengkang as one example.
- When MOE will publish the details of its review of the Primary 1 Registration Framework. MOE said it will share more details when the review is completed.
