Parents moving to Singapore often hear that school is compulsory there. The question is whether that rule covers your child. MOE's own wording is short, and it is worth reading closely.
Who MOE says must attend
MOE's compulsory education page, last updated on 5 December 2025, opens with one sentence: all Singapore Citizens born after 1 January 1996 and living in Singapore must attend a national primary school unless an exemption is granted.
The page then points to three topics: exemption, deferment, and the status of a child residing overseas. It says children who are required to undergo compulsory education must attend a national primary school regularly unless they have been granted an exemption.
The same wording in the 2026 Primary 1 release
MOE's press release of 29 April 2026 on the 2026 Primary One Registration Exercise repeats the rule. Under the Compulsory Education Act, Singapore Citizens born after 1 January 1996 and residing in Singapore are required to attend national primary schools, including government-funded Special Education (SPED) schools.
The release gives a concrete example for the current cohort. Children born between 2 January 2020 and 1 January 2021 (both dates inclusive) must either take part in the 2026 registration exercise for admission in January 2027 or enrol in the Junior 1/P1 Programme of a SPED school.
Deferment
The release says that if a child is assessed by a qualified health professional to be not ready for Primary 1, parents may seek approval from MOE's Compulsory Education Unit to defer registration. A child whose birthday falls on 1 January 2021 may be deferred to January 2028 instead. For the 2026 exercise, applications closed on Sunday, 31 May 2026.
Where international students appear
The same press release has a separate heading, "Registration for International Students". It says international students will register in Phase 3 of the 2026 Primary 1 registration exercise, after places have been allocated to all Singapore Citizens and Permanent Residents in the earlier phases. That section is about how to register, and it does not mention the Compulsory Education Act.
Where to ask
The press release names MOE's Compulsory Education Unit as the contact for queries on compulsory education, at MOE_CEU@moe.gov.sg or 6879 6457, 6879 6458 or 6879 6459.
What we could not confirm
- Whether any MOE page states an attendance rule for international students. The compulsory education page we saved does not mention international students, and we did not look for such a rule elsewhere.
- Anything about your own child's circumstances. Ask MOE directly.
